Possibly. I use 23 mm wide rims with 700x25 tires and find the mounted width of the tires increases 1.5~2.5mm, depending on tire brand.

With that combination, you'll probably get by fine with today's meaningless brake-lever quick-releases, and not have to deflate the tires to get the wheels off and on.

But you may give yourself trouble swapping to other (narrower) rims, if you use more than one set on the bike in question. Even going from Open Pros to 23mm HEDs requires twisting the cable adjuster pretty considerably, on my bikes. . . which is not that big a deal, but it's nice when wheel changes are plug-and-play.

My older gen Campy road dual pivots are close to max'd out on 23mm rims, that is they just give me the lever travel I want without having to be setup with the cable fully untensioned. 25mm wide rims would probably require the cable to be untensioned and I doubt I'd get lever travel I'd want. My Mavic SSCs didn't fly with 23mm rims.

Which bike?

Don't know yet, but was thinking one of my two new "Serottaford's"

23mm Conti GP4000s tires on 23mm wide Hed Belgium rims measure nearly 26mm wide for me.

What's next, 28mm rims on the road? 31? 35?

When will it end?

I spoke to HED on the phone today.

The verdict, 25c tires on a 25mm rim, will be 1/4 mm lower on the vertical and 1/2 mm wider on the horizontal when compared to 25c tires on the 23mm rim.

Moonlander 2020 for the road! but completely constructed of carbon nano tubes, indestructible, super light, comfy and fast. And on from there......;)

Interesting, as I would not have expected quite that much difference. No doubt it rides and handles well but, I wonder if low tire pressure, like 80#, is still suitable...or do pinch flats become a concern. I run 25 Conti 4000s on my DA wheels at 80# and for the life of me, I can't find any disadvantages. Just a superb set-up and flats are virtually non-existent. These tires do produce a bit of that "light bulb" effect and it would be nice to get rid of it. Those HED wheels that you linked look nice.

I'm a big guy and I run 80 up front and 90 in back with 25c on 23mm rims and I have no issues at all and oh so comfortable.

Anybody know if HED are selling the rims separately?

Well, this article indicates that they will be and that all models of Ardennes will be available in plus size.

as long as you have the clearance for it. probably not an issue, but i suspect that bikes with tight clearances for 23mm tires only might run into a problem with 25 rims.

you're definitely paying a premium for hed's, but the new one's look sick.

fairwheel has the best overview of what's available(exception of new hed rims, has the previous generation).
http://fairwheelbikes.com/c/forums/topic/2013-rim-roundup/

I ended up going with this:
h-son plus archetype's
white industries t-11 front hub(powertap sl+ rear)
dt swiss comp spokes.
