This would be amazing. To answer your question, though: zero. Zero will show up.

who cares. really.

what difference would any of it make? so the fans can feel better?

somehow i don't think miguel indurain or bjarne riis thinks about me, or bill strickland.

Good for Bill to get some additional attention for himself and his publication. But the proposal misses the point- it's entertainment at that level and not sport, so given the murky waters of truth, it won't be found, and if it does, it really doesn't matter. It's always been entertainment, no need to spend time worrying about it, instead go ride your bike in any manner you so choose. I like watching the Tour more than Weeds, but not as much as Mad Men.

Am I missing something or is this just another half-assed attempt to stir the TdF + doping pot, which incidentally serves as the biggest (perhaps, only) intersection point between the cycling and the non-cycling world, in the hope of cashing in on it in terms of sales and/or publicity?

It is Strickland's attempt to resurrect Armstrong's reputation.
