I thought Rule #8 (http://www.velominati.com/the-rules/) addressed this matter, but the rule really refers to the color of the bartape, not the handlebar itself. Hoods and seatpost are not contemplated either. Though I would say that white hoods compliment the white handlebar nicely. The white seatpost leaves me a bit uneasy - maybe a matching white stem would resolve this.

In any case, the white handlebar (not bartape) needs thoughtful integration.

it's seen a few iterations... originally it was a full white cockpit, black tape, white hoods. then I started playing with my fit and could only find a black stem. eventually I came to the conclusion that a thomson -10 matches the lines of the top tube better than a ritchey -6, and further went with a matching thomson post. bars are now black, tape pink, hoods white, saddle black...

next bike might be sitting on white bars, black stem, black seatpost, white saddle, white hoods, black or pink tape...

The black and white saddle brings it together too.

What I see here is that white handlebars and stems look nice with a frame and fork that is all, or partly, white.

I got them from a Specialized dealer. They come on some of the mid-line models, in black and white. Not expensive.
