Setting up my Litespeed Blue Ridge for dirt road and randonneuring, I bought a Velo Orange Pass Hunter rack. But due to the short top tube, 72 deg headtube, my 120 mm stem, the carbon fiber fork, Paul Neo Retro brakes, and Paul rack adapters, the rack wants to sit too far behind the bar and at an angle. If I level the rack, the bars will work okay but the fork bolt is too short. I thought of welding an extension, and then realized that I could cut the fork bolt and use a coupling nut to be the stop at the fork and also to join a longer bolt with threadlock. Looks like it will work.

I like the Nitto M18 - simple, light, very rigid and very adjustable. It might work for you.
