I wish I could find it again, but I recall seeing information that ranked riders from 1-10 based upon the Passport, 1 being least likely to be doping and 9 most likely. Also going by memory, Lance was in the middle of the pack. Cannot remember source of the data either but then again maybe Lance results were falsified. Fairly certain this report was the first year of Lance's comeback.

It was linked from the UCI. Note that this the suspicion list was specifically for the Tour. A totally different list may have been in operation for the run-up to the classics. And the only numbers that are considered clean passorts are zero and one. The passports in the middle of the list were considered irregular with the end of the list considered affirmative for doping.
