Not that I live in Colorado or really understand the issues involved...but having to provide an alternate route is a law I wish we had here in Delaware.

Blackhawk is a very small town with buildings built right up to the sides of the roads (or vice versa) with at least one casino that I remember (and there's probably one-two more) so it isn't a 'normal' CO mtn town.
There's a fleet of busses running back/forth to Denver bringing gamblers up.
I can see where the town's coming from, but I'd bet if they'd actually followed the regs*, that they wouldn't have gotten too many kvetches. I personally prefer to avoid tour busses, RVs, and potentially drunk SOBs when I'm on a bicycle. (or at any other time!) :nod

I rode through Blackhawk in broad daylight a couple years ago. Quite a moment of paranoia, especially when I passed the sheriff going the other way. I figured I'd offer to get off and walk if I got hassled but I never was.
It is the only way to Mt Evans from Boulder etc on the Front Range, so it's nice to know that bottleneck is gone.
