I'm not sure what size the packaging on mine was but it measures near 1.25 inches and it was perfect for a 27.2 seat tube. they compress a little. I used it to clean out the oxidation in the seat tube. before honing I stuffed a rag down the tube so that I could bring out the debris when I pulled the rag out. I used one of those claw thingies to fetch the rag.

Not too sure if this will help OP's issue, but maybe it will help another with similar problem.
I recently had to clean a series of burrs out of the lower portion of the ST on a new aluminum prototype frame which was scratching the crap out of my Thomson
I asked FTW/"The Man" (http://www.frankthewelder.com/) what I size/tool is best for the job, and this is the info he gave me, "J, if the seat post size 27.2 it's a 1-1/16" ballhone. The ball hones don't change the shape of the hole, only polish it. A cylinder hone makes bores round and flat walled. You can rent one of those from a good auto parts store for $10.00. Don't bother buying one of these unless seat tube is really amess and you are into spending big money. The cheap ones are useless.
For Ball hones, McMaster (http://www.mcmaster.com/#=d98rnx) is what I use. I would get 1-1/8 and 1-1/4". I use them on frames after reaming and they are awesome.
