bah. the Scarlet Letter was lame.

You wanna clean up cycling:

0) 4 year hiatus in pro cycling.
1) Everyone currently in charge gets out.
2) Lifetime ban on your first infraction.
3) Fine the UCI for failing to change culture.
4) No individual sponsors. UCI wrangles sponsors. Cash gets divvied out equally among the pro teams.
