When I hold my bike upright and take hold of the top of the back wheel it rocks very slightly from side to side, maybe 1mm to 2mm. The hub is fully seated in the dropouts and the qr is holding it firmly in place.

Is the rocking just a slight loosening of cone, or something else?

It's a CK Classsic cross hub. I have the CK hub tool. Would anyone be able to avise me about what I need to do to get the wheel to stop rocking?

Many thanks.

Loose cones for sure. Can't help much with CK hubs, I've never serviced one. Sorry!

Loose cones or bad bearings/bearings starting to wear

You can adjust the older hubs with a couple of 5mm allen wrenches.
All the information you need is here:

I can do that with nearly all my wheels--1-2 mm of movement at the tire, but it is all in natural flex of the rim and spokes, not in the hub?

Difference between flex and bearing play is the slight loose/rattle/clunk feel that accompanies the movement when its the bearings.

I doubt it unless you are really manhandling the wheel.
it's most likely a hub adjustment.
