WADA, sponsors and national agencies have been adding their voice to the demands for change as well. With the IOC saying it would not launch any action or investigation and the dopers and the UCI circling the wagons I thought once it all blew over it would be back to business as usual.

But it seemed at Fridays meeting that the UCI was in full retreat and the pressure is still ramping up.

The Manifesto:

We are a group of newspapers in five newspapers from four different countries (Belgium, Great Britain, Italy and France). We’ve been part of the history of cycling for over a hundred years. We passionately love this sport and strongly believe in its future.

However we are very concerned about the current situation. The long list of doping scandals that have clouded the horizon of cycling in recent years now includes the Armstrong case, the confessions of several of his former teammates, the report of the American Anti-Doping Agency (USADA): that as points its finger at the malfunction or even complicity of the International Cycling Union (UCI).There are also disturbing reports filtering from the Padua investigation and the Operacion Puerto trial begins in Madrid in January.

This recent revelations show clearly that there was sick ‘cycling system’ and we can no longer put our faith in the UCI or the team managers who were complicit in the cheating. However responsibility lies with everyone in the cycling family: governing bodies, management, sponsor, organisers and athletes.

It seems that things have improved recently. We believe in the new generation of riders but we believe it is impossible to continue with the same structure, the same rules and the same people.

That's why we ask for/recommend that the governing bodies, sponsors, teams, organisers and athletes:

- That the UCI recognizes its responsibilities in the Armstrong case.

- The creation, under the responsibility of the Agency (WADA), of a neutral and independent commission to investigate the role and responsibility of the UCI in the Armstrong case and the fight against doping in general; to report errors, abuses and possible complicity.

- That the organization of controls at the biggest races is directly by WADA and the national anti-doping agencies.

- That the suspensions for serious doping cases are more severe and that teams pledge to terminate contracts and not sign for a further two years any athletes suspended for more than six months.

- The restoration of the ‘gentlemen's agreement’ that allowed the temporary suspension of riders involved in a doping investigation.

- A stronger involvement and accountability of the title sponsors of teams.

- The reform of the WorldTour, its points system and licensing, which remains closed and opaque. We propose that the licences are no longer awarded to the managers but to the sponsors.

- The organisation of a major ‘cycling summit’ before the start of the 2013 season in order to define the new organization and new rules.

We sincerely hope that the cycling world will seize the opportunity to make fundamental reform.

It is the right time to come up with another cycling association, one that allows the development of racing with funny bikes for example (this will help the development and use of whatever between a range), the creation of a tour of USA (country is so darn big it is a shame there is no big tour developed yet) with only 5 riders per team and more teams spots than the TdF, no continental or world tour crap so even the most modest teams could be able to go to those races and test themselves in that way more unknown riders will be able to shine because sure there are talents that just quit due to the way the actual system works. Fix situation with the points.

3 doping warning lights in case of weird intoxication or blood tests that look weird. After 3 just go home forever...

Anymore ideas?

I think all the licensed USA riders and license hopefuls won't renew or get a new license for one year or until McQuaid resigns as UCI President for his abuse of power.

That is a strong message!

And it's so refreshing to see the journalists actually taking a stance on the right side of the morality of this issue, instead of being guarded on their stance. What we're seeing in this article, as well as Lemond's open letter is an open feeling of indignation that the majority of the cycling world is going through...glad it's being represented finally.

It is too hard to get a boycott like that because after all you will be with no american riders for a year in the circuit, that could send a bad msg to the sponsors too.

The only solution is to just create a new league and start taking applications, if many big teams move over because what is offered is better then UCI will just be forced to just die.

UCI is not bad but with this problem and what the industry plans are the UCI is just a PITA problem. Imagine 4kg pro tour bikes... funny bikes for TT... etc.

That's right! Which is the whole point. Put pressure on UCI and the sponsors will see to it that UCI will fire the jackass. Believe me, once the sponsors realize what's happening and UCI realizes their facing bankruptcy they will get rid of the cancer, and USA riders will be licensed long before a year is up.

The American presence in the Pro Tour is pretty small, not much impact, would just open up a few spots for others who will play by the "rules".

In 2011 USAC had 70,890 members and sanctioned 3,041 races through 2,569 clubs. Of these riders 398 raced abroad, juniors, women, development, track, cx, etc. Other than not getting their dues from USAC the UCI won't care or notice.

UCI/USAC needs fixing or replacing. Replacement would take lots of time, work, and most of all money, LOTS of money. Most clubs/teams at the local level are just scraping by, where is the money coming from?

There are many good people at USAC who do a great job, treat everyone fairly, look out for the racing community. There have always been a few who don't. They are the problem, not the majority of USAC, racers, promoters, officials, coaches, etc. I don't have much first hand experience with UCI but I have been told it is much the same. It looks to me like a few heads need to roll, along with a few rule and policy changes to prevent an encore.
