Saw this on ebay and only aware of 650cc wheels on xsmall to small frames. Can anyone explain why this would be necessary?

It's a tri bike. Hence the long TT and 650c (ISO 571mm) wheels.

I've heard/seen this before, but have always wondered: why would 650c wheels be better for a triathlete than 700c?

I think the idea was - smaller (moving) frontal area, due to smaller diameter.

It makes it easier to have lots of saddle to bar drop so tri-bars can be set lower. Also lower weight and less wind drag due to wheels. Being able to set elbow pads very low (assuming flexible rider in large part) is probably a reason many were built.

The Spectrum that the same guy is selling is pretty nice- much nicer than a 650 Holland with a dent in it.

Thread title is "650 wheels." There are three 650 sizes: 650A, 650B and 650C. All are currently available, although only one (650A) meets the "available in every Walmart in the USA" test. There is such a thing as 650cc, but as an engine displacement and not a wheel size.

As for road bike size vs wheel size, there may be a sound reason to have a 650B or a 650A wheel on a 60 cm frame, but none that I can see for a 650C wheel. If it's small wheels you want, you get more small wheel advantages with a 20" 406 wheel, and with a much better range of available tires, than you do with 650C. If you want a narrow racing tire, you have a better range of available tires with 700C.
