you see them on nicer lugged steel frames, under bottle-bosses and chainstay-bridges and brake-bridges.

they're like gussets, but different. buttresses maybe?

usually just called star reinforcements or diamond reinforcements due to their shape. i've also head them called bottle boss stars or brake bridge reinforcements.
