I bought a used steel frameset a while ago that arrived with a bent fork dropout, and the wheel does not sit straight in the fork. Are there any local recommended places near Los Angeles where I can have this repaired?

Get a track axle and bent it back slowly into position.

I'd look into taking it to the local frame builders, namely Greg Townsend, or Megan Dean (Moth Attack).

Russ Denny is out in the desert, but he'd be another great one.

Take it to rei manhattan beach. Awesome mechanics and have straightened out a wrecked fork for me in the past, on the cheap!

Steve at Open Road in Pasadena. A friend recently had him work on a her beater's bent fork (hit a car). I think he charged her ten bucks.
