Almost. The anti-doping (WADA) code states that the anti-doping organization (US, Belgium, France etc) with the evidence has jurisdiction. If found guilty the ban is enforced worldwide.

McQauid turning on him is a big deal. The UCI has acted as the moat around the Armstrong castle, even to the point of McQuaid saying outrageously stupid things to the media. This is a sign that Bruyneel has become an embarrassment. He will go the way of Manolo Saiz even if he somehow skates on the USADA charges.
