Concours is 29.2, I'd guess Legend is the same.

Dangerous to guess. Varies by model and year. Best to measure the bike direct. Some were sleeved and others not.

See the post by Brian Smith in this disccussion:

good memory Mike. I'm surprised that Serotta made different sizes for painted and unpainted frames, but it makes sense. My frame happes to be painted, and Mark's isn't. It will be intertesting to see what his seat collar measures when his frame arrives.

I guess I'll just wait to order a collar then. Do people generally have good luck with the Salsa collars?

Salsa LipLocks are great! Good looking and provide for a secure clamp. I have them on my bikes.

KCNC ones work well as well. Fairwheel has a good selection.

I like the Salsa lip lock. Btw I measured my '02 Ottrott unpainted at 29.15 mm.

the Salsa has its own beauty too.

I like the clamps with the "pivoting nut" design, to keep from bending the bolt. Not sure how much difference that makes in reality, but it can't hurt.

Well...The '04 Legend Ti frame finally arrived today.

FWIW, the seat collar is 32mm (31.8).

Unfortunately, I jumped the gun and bought a 30.0mm Salsa Lip Lock. I have the stock Serotta piece, but would like the blue accent...so...I guess I'll order a 32.0 when I get a chance.

Big surprise to me. I'm trying to visualize where the extra wall thickness comes from and how far down it goes. 27.2 post, right?

Yep...27.2 Cinelli Grammo Ti installed as we speak.

I warned you!

Earlier frames like my 2002 Ottrott had single wall tubing tapered down to fit the seatpost directly. Later (when that started I don't know) frames taper the seat tube down to a larger size (31.8 OD apparently) and use a swiss cheesed aluminum insert to reduce the ID to 27.2.

Maybe this was done to reduce the amount of taper they had to put in the tube. Or maybe it was to reduce the Ti frame / aluminum seatpost corrosion. Or maybe it makes the seat tube a little stiffer... Or maybe it makes the Ti seat tube less likely to crack at the seat clamp. Or maybe it makes the seat tube OD match the top tube OD better. Maybe all of the above.

I know...I'm impatient, and it wasn't helped by the sellers, um, "casual approach" to completing the sale/shipping.

It's no biggie, I'll order a new one next time and sell the 30.0.

The next big question is Fizik Metallic Blue or dual Black/Blue...down to the important stuff. ;)
