Kevin Sayles of Woodrup in England builds all there frames without all those fancy tools. Those tools only needed if one wants to produce frames fast
I bet Kevin can hand file a miter on a tube faster than all the setup needed for a one off frame size

Here's an interesting project Dario Pegoretti is working on: http://vimeo.com/40285864. They'll demonstrate the way frames were built in Verona post-war when builders had little more than a vise and a torch.
