Big maybe. You would have to somehow space 9 cogs to 10s spacing with a pretty unique spacer since 8s cogs are thicker than 10s cogs. Along the lines of putting 8 of 9 shimano 9s cogs onto a 7s freehub body.

But cannot actually make the 2009+ ERGO lever 9s spaced shifts.

my first thought is: if you're going to be a retro grouch, stick with the old style hoods!

next thought: the new hood shape is available as 10-sp too, in the form of veloce and centaur. go 10-sp if 11 scares you.

last thought: 10-sp campy shift a 9-sp shimano spaced cassette "acceptably" well if set up properly.

11s Campy shifters plus Shimano RD and Shimano 9s cassette work OK together
10s Campy shifters plus Shimano RD and Shimano 8s cassette work as well

Issues arise because Campy, Shimano, and SRAM (really, for both "exact actuation" road and "1:1" MTB) shifters all pull variable amounts of cable per click. Of course which clicks vary is different between each design...

There's also Jtek Shiftmate, which changes the actuation ratio of the RD to find the optimal compromise when mixing & matching

10 sp campy to 9 sp shimano works even bette than acceptably, I think; no missed shifts yet on a full Veloce build on gf's Bianchi Axis 'cross bike-- still running Shimano 9 rear wheel for $$$ reasons.

Or is the question how to get Campy 11 to work with Campy 9?

I have not seen the internals of a 2009+ shifter, but is it out of the question to simply replace the 11s index with a 9s index?

Yes, cannot be done, innards completely different than all previous ERGO. No shifting index gear but more of a notched disc. 10s or 11s only. Yes, you can convert 'most' 2009+ ERGO back and forth.
