I know it is a dumb question, but what is the wrap or whatever that goes around the top tube towards the front. What is it what does it do. Thanks.

It keeps the bars from swinging around and denting the top tube of the frame.

which is more likely to happen because you don't have three sets of cable housing running from the handlebars to the frame...
