^ what donevwil said. with that much narrower of a rim, you've got more dead lever before even making contact.

I was assuming the OP adjusts the barrel adjuster to yield the same lever position. If the pads were set for a 19mm rim they'll likely be making contact with the upper edge of the pad when clamping a 24mm rim. That's be mushy.

this sounds like you have a lower coefficient of friction with the new combo. If you can still lock the wheels I wouldn't worry about it and enjoy the easier modulation. Cleaning the rims and sanding the pads might make you happier?
