If I had to guess I would say you'd have good clearance with 35s and that 38s would be pushing the limit. It's worth noting that the shape of the fork crown and use of L bracket will encroach on your radial clearance versus a steel crown. A carefully bent/modified aluminum fender will help maximize the clearance and fit. I would look for ~52mm fenders if going 700c.

So without fenders and with 700C a 44mm tire should fit just fine right?

vqdriver kindly showed a pic of the fork with 700x25. A 700x44 would have a ~20mm larger radius. it looks like there is enough room, but it'll be tight. I have ridden most of Compass' offerings, but not yet the 700x44. That's a big diameter. Unless utilization of current wheels was the driving factor I'd choose the 650b Switchback Hill over that tire every single time. You give up no speed and can run even lower pressures on the rough stuff. All while leaving good clearance for fenders if you wanted and keeping the BB height closer to where it was designed.

FWIW, I've test fitted this fork with a SBH and it's a great match. And I understand that the Snoqualmie Pass measures closer to 40-42mm on most rims.

Been eyeing the Fyxation Sparta fork, sold out at the moment though. Not sure if you care for additional water bottle/pack mounts. Claims a 42mm max but not sure how much you can push this by.
