if there are only 4 minutes of recovery, it's not an all-out effort. it can't be.

You could also argue that if the efforts are 30 seconds, then they can't be all-out efforts.

"All-out" must not refer to an absolute maximum, but a value relative to the effort and recovery times.

I still bet my 50 mile ride at low intensity burns more fat than one of these new fangled high intensity interval workouts.

But note the big emphasis here on duration of workout... takes me 3+ hours to do a lower speed 50 miler...

And even 30 minutes of low intensity likely does not include the cardiovascular or aerobic benefits that come with HIIT/HIIE/Tabata/etc.

Over the past 7 months, since I was injured when rear-ended, my physical therapist, personal trainer, and my own research have transformed my workouts, and, as a result, my health and conditioning dramatically for the better via a complete shift to HIIT and related exercise protocols. It is not only (primarily) the exercises themselves, but also the fact that I can complete the protocol in 15-20 minutes (or even less), so I'm exercising much more frequently and regularly.
