Nitto has a great reputation for producing racks and bars to customer's specs. I don't know what the minimums are.

Bar tubing diameter for all road drop bars I know of are 23.8mm regardless of clamp diameter. For the clamp area shims work just fine. Double wrapping tape could help with the grip.

I had trouble reaching Matt via email when I had some questions. Crust's home base bike shop is Belmar Bike Shop in Belmar, NJ. I called and asked if someone could answer some questions about a Crust frame and they handed the phone to Matt. I follow them on IG and I think he may be back in Oz right now. They have a good track record of delivering product when they say you can expect them, so I'll bet the April estimate turns out to be accurate.
