The upper Mississippi River valley is beautiful but I would say the same about the Ohio River valley. I'd be interested to hear why the OP is not interested in southern IN and (I assume) points east and west. Is it the summer heat? The terrain in NW IL near the Mississippi from Mt. Carroll north to Galena is much the same as the Iowa side, and on into WI and MN. Screenshot is from the north side of Dubuque and about 20 miles north.

I heard about this place on Food Network. It's disappointing that with a name like Breitbach's, there's nothing on the menu that seems remotely German.

Dubuque are is lower than the Iowa average, but higher than the national average.

...but I don't think it's really any important concern when compared to northern Illinois or the Chicago metro(OP current location).
And compared to other parts of the midwest, midsouth, deep south, and east coast- the concern for natural disasters in NE IA seems pretty low.

No more than any other part of the Midwest. They happen but I wouldn’t base a relocation plan on that scenario. Thunderstorms will always happen.

Cali is on the dream list for me - Marin, Sonoma, Napa, Mendocino maybe, or the Central Coast. Tiburon would be perfect, but I'd need to have a significant financial windfall for that to happen.

Now back to the Driftless for a bit - Decorah, IA and Spring Grove, MN seem to be sweet spots.
