It's going to need some blasting or stripping and sanding, plus some bondo probably before repainting. I once sent an old Paramount to Richard Schwinn to get redone, and where sweat had collected around the FD clamp was quite rusty, required building back up after stripping and sanding.

My grandad used to say "A thief will steal and a murderer will kill, but you never really know where you stand with a liar". When I see something that strays that far from the truth, I think of grandpa and pass on "the deal".

I see things listed here sometimes that state: Mint Condition when they are not. Or Mint Condition except for... (list of various issues). I something is mint it should look like it is new and has been cleaned for a professional photo shoot.

To most sellers, 'perfector mint condition' is in usable but worn condition, and 'good' is everything else. |

They must use the vinyl LP grading system:
Good (G) While the term “good” might seem positive, a record carrying a G grade may still be of poor quality. |

What is the proper way to handle small rust spots on a steel frame?

Depends somewhat on location and how much you want to try to save the frame, but one solution is mask, sand, prime, and paint. I've never really trusted the rust reformer / neutralizer stuff, but for all I know it might work well. If the frame is valuable to you I'd eliminate the cancer.

You must have misread the description. It should read:
"Good Con" Along with other lies on ebby, such as "New (other)", or on a carbon fork now advertised as "Uncut steerer, new with shop wear" and pics clearly show dropout wear and a 2xx mm steerer with a star nut installed and a label that says "300mm" for length. |
