They definitely do steel and alu in house and as far as I know they have been making ti frames themselves since the early 2000s. Before that they were Litespeeds.

Vintages are still great options
With a relatively inexpensive repaint from Marinoni, they do become quite beautiful bikes with the correct parts! Case in point:

Marinoni does still fabricate and paint their meta frames in house. They are really excellent bikes and like people keep saying you cannot beat the price anywhere for custom geometry. They are a big operation and the turnaround ain't bad. I have seen many north of the border and have never seen a failure. The paint used to flake a bit easily but their resprays are VERY affordable. If I were personally looking for a new custom steel frame the Puima Supreme would be at the very top of the list. Columbus drew the steel to their specs - looks crazy stiff!
