Here in Canada there are some "craft breweries' that don't brew at all. they subcontract the brewing and bottling to the big guys. their "craft" is deciding on the flavor they want, the marketing that matches and park the Westfalia in front.

This is also the case with the vast majority of 'craft distilleries' in the States.

There's also a middle ground, where brewers want to ramp up, but don't have the facilities, so they brew onsite at a contract brewery that hosts multiple brewers. We have one of those here in Williamstown.

when we were in Belgium in the early '90s, there was one beer I liked a lot that seemed like it had to be a craft beer. Then we drove past the brewery, it was huge. Not Budweiser huge, but huge in comparison to the average craft brewer. Oh, well, if you can maintain quality in large batches, I'm fine with that.
