I agree - sounds like a headset issue, since you've already checked off most of these other boxes and it didn't get better.

it could be but I did my normal headset check (turn wheel to the side, hit brake and swing and no signs of any looseness) but will retight everything again when I get home just to make sure.

I'm starting to suspect that the thin, heavily raked fork blades may be causing an issue. Otherwise it may be poor pad alignment, but sounds like you already smoked that out.

Show close-up images, that will save a lot of questions asked from this side.

What brand/model of caliper adapter? New pads with new rotor? Any section of brake pad peeking above the rotor? If un-swept strip is visible on edge of rotor, what is its width? Uneven pad deposits (smearing) visible?

If IS mount bracket, face tabs. Use a caliper adapter with raised mounting bolt bosses, but not TRP product. Change pads, install any pad other than TRP. Align caliper, observe pad height on rotor, if all is good, bed brakes, then reevaluate. If shudder persists, choose a rotor with smaller/narrower gaps. Still no fix, install SwissStop organic pads. While the following video emphasizing click with shudder my not apply for your issue, there are illustrations which will aid visualization of most probable faults. Note the illustration of pad/rotor overreach, which is not mentioned as possible fault; critical omission from my experience. https://www.youtube.com/watch?v=1T2RLgQoyvs

Another +1 for the headset. Cartridge bearing? Tighten 1/4 turn past where you normally would and try it out around the block.

tried everything once again, its a bit better but don't think perfect.

headset is nice and snugg, skewer snugg. Installed new pads. cleaned rotors. Reset it all up and looks good, about same distance per pads. No play in hub. Went out and bed the brakes real nice.

The only think i can think is that the pad moves within the brake. THere is some play on the pads and with the flex of the blades I believe could be causing this. Even if I brake and just swing the bike back and forward there is some play and that happens on the pads.

What kind of pads are you using? Resin or metallic?

Don't count on it and even if it comes out I wouldn't want their first stab at it. I'd wait a generation or two to let them sort out the inevitable issues. Just look at their electric offering.
