Or need to determine the carbon dating?

If need to determine post 1999 what does one look for

Yes they are, back and forth between 8s, 9s and 10s. Record became carbon in 1999. Chorus 'looks' like Record in 1999, aluminum brake lever, hole in shift lever but 1999 shift guts. Your lever is 1999 and therefore convertible.

Was under the impression from another thread the 9 speed dr and fd will be fi eb with 10 speed

If the rear der isn't worn out-sloppy pivots, it will shift 10s just fine. No mods needed.
