Measuring rake?

General question. Can a fork be measured to determine its rake?

Say there's a frame, no geometry chart available. With the fork in or with it taken out, can one accurately determine the rake?

To go further, how would one determine HT and ST angles?

This came up between a couple of us while out on a ride. A fellow rider has an older frame and was talking about replacing the fork. I asked if he knew the rake in order to replace it with the same. He didn't know and there's no info available.
