That's an interesting theory. However, there wasn't anything attached to the tube when I looked at and purchased it. Honestly, I would prefer to refund your dollars and have the frameset returned. Regardless of the causation, I missed this and it shouldn't have happened.

Sand down the hole and check the surrounding metal. Some Six13s had an issue with galvanic corrosion (mostly only the raw ones). It's in a fairly low stress area so I would suspect it's still ridable.

No kidding, a hose clamp or similar on seatpost right above clamp would do the same thing.
