Know of a current good deal on some tube 28mm tires?

I really don't track 28mm widths, and I have my brand/model preferences, but this is for a friend so to hell with my preferences.

Something that is 28mm, fast rolling, good puncture protection, and under $30 per tire. Tubes will be used.
There were a ton of options thru the winter, based on similar discussions. Of the listed wants, fast rolling is most flexible. Not expecting gp5k speed here.

Universal Cycles has Panaracer Agilest available in that size for $37. Above his price point, but a very good tire.
