That's my guess. It's part of the optional 'Kidnapping Victim Assistance Package' and available with and without heated trunk floor.

Most European countries require a variety of safety accessories that are not required in the US. Depending on the country, you might need to have a warning triangle, a first aid kit, medical gloves and safety vest, fire extinguisher.... Virtually all cars that are sold in Europe have special cubbies to stow this equipment. I still have my old Ford first aid kit that has been moved from car to car after leaving Germany in 1991...

so when your locked in the trunk, you're suppose the able to see that little tiny raised icon that has an even tinier just barely raised piece of plastic that might resemble the trunk lid open and interpret that as the safety latch that releases the trunk lid even though its the same color as the surrounding plastic? yea, that's going happen.. The owner can't identify it with the lid open in daylight. so yea, good luck with that. to difficult for VW to write Safety Trunk Release on the cover?

From VW forum
I think in this case VW has made something simple into something complicated to make it appear "upscale". and the lever is tiny

the answer is on the outside site.

VW being a euro based company, has to adhere to euro safety standards and it appears they just use the same plastic assembly regardless of end use country.

it's intended to hold an emergency roadside triangle into the tailgate hatch to make it more visible rather than on road level

typical on european cars.
