got the same thing when I broke my hand last summer. they're just trying to make sure that nobody else is liable and that they have to cover it. in a race situation though, I believe the race insurance would be responsible (in the end), but I honestly don't know.
also I don't think this is any sort of indicator of what the future of insurance will look like. just standard practice, from my understanding.
