I've ordered the $12 shim from Cane Creek, but it's a JB Weld job. Would probably cut the piece in two and epoxy each half into the frame...

Why not just use the shim as intended?
EDIT: Oh, I see now--seat tube isn't flat at the top. That does make it more complicated.
