Restarts from the two goals alone took slightly more than 65 and slightly more than 75 seconds, respectively. So 2:30 from those restarts alone. The Qarabag GK was probably adjudged to have held onto the ball a tad long on the goal kicks (and was shown a yellow for it early in injury time). So altogether, ~9 minutes was probably reasonable. Last real action occurred slightly past +9:00, which resulted in a Leverkusen goal kick that got delayed for a check of possible handball. Goal kick finally taken after 30 seconds of review, and the final whistle blew then.
