Visited Japan a couple of weeks ago,mostly smaller cities. People using bikes for transportation and shopping didn't wear helmets and drivers seemed very courteous. Cyclists wore helmets and along with full kits and both arm and leg warmers in 80 deg. weather, looked a bit like Power Rangers. The full coverage may be a justified obsession with sun protection.
