you can create an account for free.
you follow people and view the pictures they post.
pictures appear in your main page as a feed.
a carefully curated instagram feed can be a work of art.
people can set their profiles to public (anyone can view, follower or not)
or private where only their followers can view/like/comment on pictures. `
you can post pictures you've taken on your smart phone or import pictures taken with other cameras.
interests, posts and accounts vary. there are some TRULY remarkable accounts out there posting amazing stuff. A great place to start is following the entities you know, like NASA, NatGeo, GE (great account IMO), and various artists, photographers, cyclists and pretty much any interest under the sun.
