I don't think you have to earn anything - buy whatever bike you like. But the idea that someone needs a $400 fitting to find a bike that fits and rides reasonably for them just doesn't hold water with me. It's just not that complicated. They're bikes.
Jam a book in your pubic bone. Measure the height from the floor. Subtract 30cm. There's your frame size. Go ride a few hundred miles and maybe adjust the stem.
I think $400 fittings probably turn more people off the sport... My first, um, 10 bikes didn't cost $400.
